What each line of the rubric is doing

A rubric is a hypothesis: that these criteria, weighted like this, are what separates a good entry from a mediocre one. This is the check on it. "Separates" is how much of a criterion's spread is between projects rather than between judges scoring the same one; "Disputed" is how far apart the panel read the words, with each judge's general strictness taken out first. Nothing here can move a ranking - it fits nothing and the fit never consults it - and the right response to a flat criterion is to rewrite it before the next event, not to reweight it midway through and invalidate the ballots already filed.

Set these for this event. A flag opens an investigation; it never changes a vote by itself. Inspect benign shared-network and coordinated outreach patterns before confirming a signal.

Lower numbers come first. Ties are broken by key, so leaving this alone lists them alphabetically.
